Vertical Construction

Having built multiple turn-key Design Build infrastructure mega projects, he has supported the design and construction of 100’s of millions of dollars of construction of elements on these mega projects. These projects have included a bevy of highly intricate stations, rail maintenance facilities, and tolling centers.

His experience is not limited to transportation, he updated and refurbished 9 missile alert facilities, and hundreds of nuclear missile launch facilities at Minot Air Force Base in North Dakota.

With experience ranging from the World Trade Center (WTC) in New York to intricate station facilities in Hawaii, James is comfortable in all facets of construction.

Rail

Rail, both Light and Heavy (Class 1), has been an integral part of his career over the last 4 decades. He has built many miles of main line track and sidings from the ground up for Burlington Northern Santa Fe and Union Pacific Railroad. His experience is not limited to main line construction, he has worked on some of the busiest intermodal facilities in North America.

His light rail experience is very extensive, with projects in Hawaii, Texas, and Washington. These projects have included the design and construction of all the infrastructure including life safety, electrification, maintenance, communication, and the integration of control centers.

Tunnels

Tunnels have been a vital component of many of his projects. He has designed and constructed 4 cut and cover tunnels and supported design and construction operation of 5 large diameter tunnels requiring the use of tunnel boring machines (TBM’s).

Aviation

James has significant experience working at airports ranging in size from small regional airports to international hub airports. This includes runway and taxiway construction and rehabilitation.

Some of his more notable projects have include the development and construction of the new Denver International Airport (DIA), Los Angeles International Airport (LAX), Jefferson County Airport, and the Colorado Springs Airport.

Dams

Having worked on several dam projects James understands the unique requirements and quality systems necessary for dams and levees. His experience is varied, ranging from re-coring and new construction to decommissioning and dismantling. His background covers a large geographic foot print, including Colorado, Wyoming, California, and Texas.

Site Development

James has built projects ranging from commercial to residential site development. His experience includes projects for the federal government, state agencies, and hundreds of acres of turn-key projects for some of the largest site developers in the US.James has built projects ranging from commercial to residential site development. Earthwork

James has led earthwork projects ranging from truck hauling operations to some of the largest scraper and mass excavation projects completed in the US. With such a large range of projects he has a valuable skill set applicable to a project with a few thousand cubic yards of excavation and embankment to 10’s of millions of yards.

His diverse portfolio of projects from around the country give him the experience of building on unstable peat bogs and swamps to the excavation of hard rock using dental and mass blasting operations.

By starting his career in the trades, James brings a unique perspective to the management and efficiency of these projects.

Utilities

Having performed full turn-key projects, James has a deep foundation in both wet and dry utilities. Where most will only have experience with wet utilities (water or sewer), James is also comfortable with dry utilities both underground and aerial. He has placed hundreds of miles of fiber optic and communication infrastructure, not to mention many miles of underground and overhead electrical transmission and distribution systems.

Structures

James has been directly responsible for building over 58 bridges across the country. In senior management and construction management roles he has overseen more than 766 structures of various types including: Cable Stayed, Precast, Segmental Precast, Cast in Place Post Tensioned, and utilized Accelerated Bridge Construction methods (ABC).

James developed a slip formed integrated barrier/gravity wall system that is now a standard design at the Washington Department of Transportation, Missouri Department of Transportation, and most recently Caltrans. He proved the concept with calculations to each DOT and FHWA to secure approvals as a Value Engineering option. The system was featured by Gomaco in their sales campaigns.

His structural construction, estimating, and management skills are well rounded. His expertise includes multiple forms of structures such as CIP retaining walls, Mechanically Stabilized Embankment (MSE) walls, and Architectural elements.

Mining

Having grown up in the coal rich Powder River Basin, James has a lifetime Mine Foreman’s license in Wyoming. He has moved millions of cubic yards of overburden and coal at the surface mines in this region. He has also built and maintained the significant infrastructure at many of the mines. This has included construction and maintenance of drag lines, crushing plants and silo load out facilities.

His mining experience is not limited to the large surface mines in the basin, he has also supported mining operations for Bentonite, Gold, and Aggregate. One of the more unique projects was supporting the control and extinguishment of a life threatening fire deep inside the Homestake underground gold mine in South Dakota.

Virtual Design & Construction

Virtual Design & Construction

James created a Virtual Design and Construction department at Granite Construction that recognizes most civil construction differs significantly from vertical construction. This variation is due to its linear layout and nearly infinite variability along the X,Y, and Z axes. To adjust for this variation he created a system that leverages multiple tools. These are used in combination and are comprised of Bentley products (InRoads, Microstation, Concept Station), AutoCad Products (InfraWorks, Revit, Civil 3D, and NavisWorks) and Oracle Products (primarily Primavera P6). His process was coined Granite Infrastructure Information Management (GIIM). This system has proven to be an effective system for project planning and clash detection. Additionally, this tool is an effective tool for business development and community outreach activities.

Management

Team Creation

James has over 40 years experience in various construction management roles. These roles range from operations and construction to executive roles at an ENR top 25 construction company.

He has led crews, segments, projects, regions, and companies without ever compromising safety, quality, or environmental standards. He has always prided himself on building high performing teams. He has been fortunate that his teams have produced some of the most iconic and challenging projects in the United States. It is to these teams that James owes his success.

James creates teams that are a mosaic of skills and personalities. This variation allows a team to be nimble and highly productive. This approach not only creates an environment that is satisfying to the members individually but also turns customers into clients.

Project Controls

Project Controls in many companies is a measurement of the past. James’ philosophy differs greatly in this respect. He believes the purpose of Project Controls is to create tools that effectively manage operations and increase productivity. The systems he has put in place are geared toward proactive management, not simply reporting how quickly or slowly a project is progressing; or, reporting financial results.

James’ approach to Project Controls is comprehensive in all aspects of the project life cycle. It encompasses not only the traditional areas of project controls (Cost, Schedule, and Document processes) but also draws in safety, quality, and environmental standards through thorough planning and adjustment. He subscribes a project approach in which slow (taking the time to plan) is smooth (a deliberate plan communicated), smooth is fast (execution is as planned) allowing for optimization (a Six Sigma approach). This approach has allowed him not only to have success throughout his project management career but has also created success at a $3.5B company.

Estimating

In many companies estimating is viewed as a department whose sole purpose is to secure backlog. James’ approach varies from this typical standard. He is a thorough believer that Estimating should be a reasonable projection of project cost. He expects an estimate to be built from the ground up using a probabilistic approach to risk assessment. His vast experience from being an Estimator, Chief Estimator, as well as having multiple roles in operations, validate this approach. Most recently James has set policy and procedure for estimating in conjunction with the Director of Estimating (a direct report) to create scalable systems that could handle estimating 10,000 plus projects per year with over a 25% hit rate.

 
 

 

Design Management

Design Management

James has a strong design background. Having had over 20 years of design management roles, he has taken projects from concept to punch out. He has learned and developed best practices for managing projects of all sizes and complexities. One of the most important lessons he has learned, and developed tools and processes around, is communication. He firmly believes in real time data gathering to produce action worthy information that can be leveraged as a communication tool upwardly, downwardly, and laterally.

He recognizes that an effective constructible design is only possible by leveraging the knowledge and expertise of a mosaic of skill sets, disciplines, and trades. He has set industry standards in a Design Build environment.

James’ work on complex projects was recognized by the Design Build Institute of America (DBIA). This recognition was for his best practices and the development of a comprehensive “Basis of Design” document facilitating an integrated design process. This design process has been carried through the construction, integration, and testing on multiple projects including the $1.2B Houston Light Rail.

James thoroughly enjoys working in a Construction Manager General Contractor (CMGC) or Construction Manager at Risk (CMAR) environment. This is where he and his teams have provided cost effective design options that have mitigated risk and maximized scope. He has a proven track record on nearly two billion dollars of contracts utilizing this procurement method. His owner/clients have received the benefit of hundreds of millions of dollars in risk mitigation and value engineering on projects where James has been the team lead in preconstruction.

James is comfortable working with regulators and permitting agencies. He is well versed in American Association of Transportation and Highway Officials (AASHTO) design standards for roadway, drainage, and structures (LRFD). James is skilled in other design standards too, he has a foundation in IBC, AREMA, and most DOT standards.
